UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION In the Matter of SHINE MEDICAL TECHNOLOGIES, INC.

(Medical Radioisotope Production Facility)

Docket No. 50-608-CP ORDER (Transmitting Post-Hearing Questions)

On December 15, 2015, the Commission held an evidentiary hearing in this uncontested proceeding. SHINE Medical Technologies, Inc. and the NRC Staff should file written responses to the post-hearing questions listed in the table below no later than December 30, 2015. The responses should be filed as exhibits, using the previously-established numbering scheme. The parties should consult prior to filing their responses and indicate whether there are any objections to admitting the new exhibits into the record. Absent objection, the new exhibits will be admitted. This order is issued pursuant to my authority under 10 C.F.R. § 2.346(a) and (j).

Safety and Environmental General Staff Please provide an estimate of the total number of hours the Staff spent reviewing the application for a construction permit from SHINE Medical Technologies and engaging in other activities directly in support of this review.

2 Safety Thermal-Hydraulics, PSAR Section 13a2.1.2.2.3, Pre-Hearing Question 41 Applicant In its response to pre-hearing Question 41, SHINE described the bulk effects of a dilution event caused by a breach between the target solution vessel and the primary closed-loop cooling system. Has SHINE considered what would happen locally at the leak location? How would this affect the local reactivity until the solution is well mixed? Will the SHINE leak detection systems identify a slow leak in a reasonable time?
