LICENSE RENEWAL INTERIM STAFF GUIDANCE, LR-ISG-2015-01, CHANGES TO BURIED AND UNDERGROUND PIPING AND TANK RECOMMENTATIONS

Dear Mr. Remer:

On June 29, 2015, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register (80 FR 37028) a request for public comment on Draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2015-01, Changes to Buried and Underground Piping and Tank Recommendations. In response, the Nuclear Energy Institute (NEI) submitted comments by letter dated August 6, 2015. Detailed responses to the comments can be found in Appendix D of the final LR-ISG-2015-01, Changes to Buried and Underground Piping and Tank Recommendations.

In developing these new recommendations, the staff developed:

  • Extensive changes to aging management program (AMP) XI.M41, Buried and Underground Piping and Tanks. LR-ISG-2015-01 includes a summary of all major changes. The most significant changes are those resulting in reductions in the number of excavated direct visual inspections of buried pipe when the cathodic protection system is not meeting performance goals, additional acceptance criteria for cathodic protection system performance, and recommendations related to the use of electrical resistance corrosion rate probes.
  • Changes to the final safety analysis report (FSAR) supplement description for AMP XI.M41.
  • Changes to the detection of aging effects program element of AMP XI.M33, Selective Leaching.

Enclosed is a copy of the final LR-ISG-2015-01 and the Federal Register notice announcing the issuance of LR-ISG-2015-01.

To inform other stakeholders of the issuance of LR-ISG-2015-01, courtesy copies of this letter are being sent to subscribers of an NRC electronic mailing list on general license renewal topics.
