U.S. NUCLEAR REGULATORY COMMISSION PARTICIPATION IN THE SAINT LUCIE NUCLEAR POWER PLANT EMERGENCY PREPAREDNESS EXERCISE FEBRUARY 24, 2016 The U. S. Nuclear Regulatory Commission (NRC) routinely participates in licensees emergency preparedness (EP) exercises to ensure that the NRCs Incident Response (IR) capabilities are effectively maintained, and to provide licensees an opportunity to exercise the interface with the NRC that may occur during the response to an incident at their sites. The purpose of this letter is to inform you of our intent to participate in the St. Lucie EP Exercise that is scheduled to occur on February 24, 2016, which was previously discussed with Dewayne Taylor of the St. Lucie EP staff.

The extent of participation will involve Regional response staff. The Regional response will involve activating our Region II Incident Response Center, and sending an NRC Site Team, including our resident inspectors, to your facilities. If our scope of participation changes, we will contact your EP staff to discuss the changes. We will also be coordinating with your staff to schedule pre-exercise discussions with our emergency response coordinators (ERCs).

These discussions further reinforce concepts related to NRC IR activities.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public inspections, exemptions, requests for withholding of the NRC's "Agency Rules of Practice and Procedure," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS); accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
