NSIR REVIEW - TAC A11004 10 CFR 50.54(p)(2) CHANGES TO SECURITY PLAN ENTERGY NUCLEAR NORTHEAST INDIAN POINT ENERGY CENTER UNIT 1, UNIT 2, AND UNIT 3 DOCKET NO.50-003, 50-247, AND 50-286 LICENSE NO. DPR-5, DPR-26, AND DPR-64

1.0 INTRODUCTION

By letter dated September 30, 2015 (Agencywide Documents Access and Management System Accession No. ML15280A009), Entergy Nuclear Operations, Inc. submitted the Indian Point Energy Centers Revision 19 to their security plans (Physical Security Plan, Safeguards Contingency Plan, and Training and Qualification Plan) dated September, 2015 under the provisions of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(p)(2).

The review of the Licensee security plan was conducted consistent with the applicable requirements of 10 CFR Part 73 as well as the guidance contained within the Office of Nuclear Security and Incident Response (NSIR) Procedure LIC 800 Security Review Procedure for 10 CFR 50.54(p)(2) and the U.S. Nuclear Regulatory Commission (NRC)-endorsed Nuclear Energy Institute (NEI) 03-12, Revision 7, Template for Security Plans as appropriate.

2.0 REGULATORY EVALUATION

Pursuant to 10 CFR 50.54(p)(2): the licensee may make changes to the plans without prior Commission approval if the changes do not decrease the safeguards effectiveness of the security plans. The licensee must submit a report to the NRC containing the description of each change, within two months after changes are made.

The NRC staff review consisted of determining whether the licensee properly concluded that changes did not decrease the safeguards effectiveness of the Commission-approved security plans.

3.0 TECHNICAL EVALUATION

The reviewer compared these changes with the previous Revision 18 of the security plan, which was dated July 27, 2015, and referred to the guidance documents listed above.

Reviewer Action: The reviewer noted that Entergy Nuclear Operations security plans, Revision 19 contained one change for Indian Point Energy Center (IPEC) Unit 1, Unit 2, and Unit 3.

The following items were noted:

a. The licensee revised Section 16.2 of the PSP, to address inclusion of an additional communications capability for Security force members.

There were no issues of concern identified during the review.

Resolution: This review is closed.

4.0 CONCLUSION

The staff determined that the licensee properly concluded that the reported changes did not result in a decrease in safeguards effectiveness and recommends no further regulatory actions.

The effectiveness of the implementation of this revision is subject to future NRC review and inspection.

4.0 CONCLUSION
