REQUEST FOR SCOPING COMMENTS CONCERNING THE NORTHWEST MEDICAL ISOTOPES, LLC RADIOISOTOPE PRODUCTION FACILITY APPLICATION REVIEW

Dear Ms. Pauley:

The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review for a construction permit application submitted by Northwest Medical Isotopes, LLC (NWMI), for a proposed radioisotope production facility. A portion of the application for a construction permit was submitted by NWMI in a letter dated February 5, 2015. This facility, if licensed, would produce radioisotopes for use in diagnostic medical isotope procedures. The proposed location of this facility is Discovery Ridge Park in Columbia, Boone County, Missouri (Enclosure 1).

NWMI proposes to construct and operate a radioisotope production facility to produce molybdenum-99 (Mo-99). The proposed site would cover approximately 7.4 acres (3.0 ha),

which would include a production facility building, a support facility, a waste staging and shipping building, a diesel generator building, an administration building and security stations (Enclosure 2).

The NRC has established that, as part of the staffs review, an environmental impact statement (EIS) will be prepared under Title 10 of the Code of Federal Regulations (CFR) Part 51, the NRC's regulation that implements the National Environment Policy Act of 1969, as amended (NEPA). In accordance with 36 CFR 800.8(c), the NRC will comply with the obligations required under Section 106 of the National Historic Preservation Act of 1966, as amended, (NHPA) through its NEPA process. The final EIS will include analyses of pertinent environmental issues, and in accordance with 36 CFR 800.8(c), analyses of potential impact to historic properties and other cultural resources. Alternatives to the proposed action, including alternative site(s), will also be considered.

In the context of NHPA, NRC staff has determined that the area of potential effects (APE) for this undertaking is the area at the proposed site and its immediate environs that may be impacted by construction and post-construction land-disturbing operations. The APE may extend beyond the immediate environs in those instances where construction and post-construction land-disturbing operations may potentially have an effect on known or proposed historic sites. This determination is made irrespective of ownership or control of the lands of interest.

In addition to the proposed site, NWMI conducted a site selection process and evaluated in depth the environmental impacts at one alternative site: the University of Missouri Research Reactor (MURR) alternative site. The MURR alternative site is located in the City of Columbia,

S. Pauley MO. The MURR alternative site is adjacent to MURR directly to the south of the existing reactor building on a partially paved parking lot.

The NWMI construction permit application is available through the Agencywide Documents Access Management System (ADAMS) Public Electronic Reading Room, which is accessible at http://www.nrc.gov/reading-rm/adams.html. From this page, the public can gain entry into ADAMS, which provides text and image files of NRC's public documents. The ADAMS Accession Number for the NWMI construction permit application is ML15086A261. The environmental report is Chapter 19 of the NWMI construction permit application.

The NRC plans to hold a public environmental scoping meeting on December 8, 2015, at the Holiday Inn Columbia-East, 915 Port Way Columbia, MO 65201. The meeting will begin with an open house from 5:00 p.m. until 6:00 p.m., followed by an NRC staff presentation and opportunity to hear public comments from 6:00 p.m. until 8:00 p.m.
