Ken, By License Amendment Request dated March 10, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15084A141), Florida Power & Light Company (the licensee) submitted a request to remove Technical Specifications (TS) Limiting Condition for Operation (LCO) 3/4.9.5, "Communications," from the St. Lucie Unit I TS and the St. Lucie Unit 2 TS; LCO 3/4.9.6, "Manipulator Crane Operability," from the St. Lucie Unit 1 TS; and LCO 3/4.9.6, "Manipulator Crane," from the St. Lucie Unit 2 TS and relocate the TS requirements to the Updated Final Safety Analysis Report (UFSAR) for St. Lucie Unit 1 and the UFSAR for St. Lucie Unit 2.

The U.S. Nuclear Regulatory Commission Staff reviewed the submittal and identified areas where it needs additional information and clarification to complete its review. The Request for Additional Information (RAI) is provided below. The NRC requests that the licensee respond to this RAI within 45 days of this email.

RAI-MF5835/MF5836-APHB-1 In the License Amendment Request submitted on March 10, 2015 (ML15084A141), the licensee proposed deleting technical specifications relating to communications systems and the manipulator crane used during refueling operations. The application indicates that the FSAR and other administrative controls will be used to ensure that refueling communications and manipulator crane operations are conducted safely, however the LAR does not clearly identify what information will be put into the FSAR, procedures, or other administrative controls.

Please provide a description of the content to be relocated from the technical specifications to the FSAR/other administrative documents. Describe and justify any changes to aspects of the technical specifications that will be changed or deleted (if the content will be relocated in its entirety, please indicate this). Alternatively, you may provide marked up draft copies of the FSAR/administrative controls/procedures that show how specific elements of the technical specifications will be controlled.
