Turkey Point 3 & 4 Commitment Audit - December 2015 Hi Mitch, In accordance with the NRCs Nuclear Reactor Regulation Office Instruction LIC-105, Managing Regulatory Commitments Made by Licensees to the NRC, Revision 5, dated September 5, 2013 (ADAMS Accession No. ML13193A358), NRCs project managers (PMs) for operating reactors are expected to audit a licensees commitment management program every 3 years. The last commitment audit at Turkey Point was completed on December 14, 2012. The report for that audit is dated January 30, 2013 (ADAMS Accession No. ML13023A196).
The NRC staff is preparing for the next Turkey Point commitment audit, which is currently scheduled to be conducted the week of December 7, 2015. Some of the preparation activities (e.g., audit sample selection and program review) will be done at NRC Headquarters, and some audit activities (e.g., documentation review and interviews) might be done at the Turkey Point site.
To facilitate the PMs preparation for audit, please provide me the following information:
- 1) Copy of the commitment management procedure or program documents used by FPL for Turkey Point, and copies of evaluation documentation related to changes to the procedure or program since the last audit (i.e., since December 14, 2012).
- 2) List of all open regulatory commitments (see Note).
- 3) List of all commitments that have been initiated or closed in the last 3 years (see Note).
- 4) List of commitments that have been changed (e.g., modified or deleted) for the last 3 years that were reported or will be reported to the NRC (see Note).
- 5) List of commitments that have been changed (e.g., modified or deleted) for the last 3 years that were evaluated as not needing to be reported to the NRC (see Note).
Note: For each commitment, the list should include the commitment tracking number and a description of the commitment.
