Drop-in Visit by Xcel Corporate Security Manager (Rob White) to Discuss the Use of Computer Modeling and Security Plan Change Process under 10 CFR 50.54(p)

On October 08, 2015, at 11am - 12pm, Rob White (Xcel Corporate Security Manager) conducted a drop-in visit with Doug Huyck, Chief, Reactor Security Licensing Branch (RSLB) in the Office of Nuclear Security and Incident Response, Division of Security Policy. Also in attendance were Dennis Gordon and Dave Diec, RSLB staff who are assigned duties related to NRC staff review of Security Plan Changes submitted under 10 CFR 50.54(p) and the use of Computer Modeling by NRC licensees.

The discussion focused on the use of Computer Modeling Tools as an additional insight for future changes to the Monticello Physical Security Plan. Mr. White informed the RSLB Branch Chief that Rev 16 to the Monticello PSP is in the licensee concurrence process and should be submitted to the NRC sometime later this month (October 2015). Mr. White stated that the total number of Armed Responders and the total number of Armed Security Officers used at the Monticello facility will be discussed in the upcoming Rev 16 to the Monticello PSP. Mr. White stated that the total AR and ASO numbers developed through the use of Computer Modeling and other analytical techniques used by the Monticello security organization.

Mr. White also discussed information related to the submittal of the Monticello PSP Rev 15, dated August 21, 2015 (ML15245A510). The RSLB staff informed Mr. White that Rev 15 is currently under review and while the status of the PSP Rev 15 is being discussed, the staff has, in general, two areas where further clarifying information may be needed. These areas are: (1) the use of certain security force members for implementation of site-condition specific Compensatory Measures, and (2) the use of the position description member of the security organization to describe a certain individual performing monitoring duties. No staff pre-decisional information was discussed.

This meeting concluded at 12pm.
