UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 Vice President, Operations Entergy Nuclear Operations, Inc.

Palisades Nuclear Plant 27780 Blue Star Memorial Highway Covert, Ml 49043-9530 October 19, 2015

SUBJECT:

PALISADES NUCLEAR PLANT - WITHDRAWAL OF RELIEF REQUEST NUMBER RR 4 PROPOSED ALTERNATIVE, USE OF ALTERNATE ASME CODE CASE N-770-1 BASELINE EXAMINATION (CAC NO. MF6448)

Dear Sir or Madam:

By letter dated July 7, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15190A262), as supplemented by letters dated July 31, 2015, and September 17, 2015 (ADAMS Accession Nos. ML15219A587 and ML15260A369, respectively),

Entergy Nuclear Operations, Inc. (ENO), proposed an alternative to 1 O CFR 50.55a(g){6){ii)(f)(3) for Palisades Nuclear Plant (PNP). This regulation defines the inspection requirements for branch connection butt welds at PNP in accordance with American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Code Case N-770-1, "Alternative Examination Requirements and Acceptance Standards for Class 1 PWR [Pressurized Water Reactor] Piping and Vessel Nozzles Butt Welds Fabricated With UNS N06082 or UNS W86182 Weld Filler Material With or Without Application of Listed Mitigation Activities," with U.S. Nuclear Regulatory Commission (NRG) conditions. The licensee requested an extension of the required inspection of the Alloy 82/182 branch connections to the primary coolant system for one cycle of operation as presented in Relief Request RR 4-22.

By letter dated October 5, 2015 (ADAMS Accession No. ML15278A279), ENO informed the NRG that the volumetric examinations of the primary coolant system branch connection dissimilar metal welds were conducted during the ongoing 2015 refueling outage. Therefore, ENO withdraws the proposed alternative described in RR 4-22.

The purpose of this letter is to advise you that the relief request dated July 7, 2015, as supplemented July 31 and September 17, 2015, is being treated as withdrawn. Accordingly, CAC No. MF6448 will be closed upon issuance of this letter.

If you have any questions, I may be reached at 301-415-1530 or at Jennivine.Rankin@nrc.gov.
