DONALD C. COOK NUCLEAR PLANT, UNIT 1 - REVIEW OF THE 2014 STEAM GENERATOR TUBE INSPECTIONS (TAC NO. MF6090)

Dear Mr. Weber:

By letter dated April 13, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15105A074), as supplemented by letter dated July 17, 2015 (ADAMS Accession No. ML15202A427), Indiana Michigan Power Company (l&M, the licensee) submitted information summarizing the results of the fall 2014 steam generator (SG) inspections for the Donald C. Cook Nuclear Plant (CNP), Unit 1. In addition, the U.S. Nuclear Regulatory Commission (NRC) staff held a telephone conference call with the licensee on October 9, 2014, regarding the SG tube inspections at CNP Unit 1. The October 9, 2014, conference call was summarized in a letter dated November 14, 2014 (ADAMS Accession No. ML14311A318).

The NRC staff has completed its review of the information provided and concludes that the licensee provided the information required by the CNP Unit 1 technical specifications. MF6090 By letter dated April 13, 2015, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15105A074), Indiana Michigan Power Company (the licensee) submitted information summarizing the results of the fall 2014 steam generator (SG) inspections at Donald C. Cook (CNP), Unit 1. By letter dated November 14, 2014 (ADAMS Accession No ML14311A318), the U.S. Nuclear Regulatory Commission (NRC) staff summarized a conference call in which the 2014 SG tube inspections were discussed with the licensee. The licensee provided additional information regarding the SG inspections in a letter dated July 17, 2015 (ADAMS Accession No. ML15202A427).

CNP Unit 1 has four Model 51 R recirculating SGs, designed and fabricated by Babcock and Wilcox International. Each SG has 3,496 thermally treated Alloy 690 tubes that have a nominal outside diameter of 0.875 inches, and a nominal wall thickness of 0.049 inches. The tubes are supported by Type 410 stainless steel, lattice-grid tube supports, and flat fan bars .. The tubes were hydraulically expanded at each end for the full depth of the tubesheet.

The licensee provided the scope, extent, methods, and results of the SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions, such as tube plugging, that were taken in response to the inspection findings.

After a review of the information provided by the licensee, the NRC staff has the following comment:

  • The failure of a main feed pump strainer in the previous operating cycle resulted in a number of loose part indications being found during the SG inspections. Foreign object search and retrieval was performed in all four SGs and all objects considered a high risk to tube integrity were removed. Three locations with foreign objects present were not inspected with a rotating probe; however, an evaluation by the licensee indicated that these locations posed no threat to tube integrity during the planned operating interval.

Based on a review of the information provided by the licensee, the NRC staff concludes that the licensee provided the information required by their technical specifications. The SG tube inspections at CNP Unit 1 appear to be consistent with the objective of detecting potential tube degradation, and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
