Dear Sir or Madam:

GE Hitachi Nuclear Energy (GEH) hereby submits a revised VNC Site Physical Security Plan, dated August 19, 2015, for NRC review and approval pursuant to NRC License R-33, Condition 2.C(3), and 10 CFR 50.54(p); and to NRC License SNM 960, Safeguards Condition SG-1.1, 10 CFR 70.32(e), and requirement IV.B of Reference 3.

The revised VNC Site Physical Security Plan provides clarification and additional details of security measures related to the facilities and materials subject to the References 1 and 2 licenses and the Reference 3 order. It replaces the previous plan dated August 8, 2014, in its entirety, and changes to the plan are indicated with a vertical line to the right of the changed text or figure.

Enclosure 1 provides a report describing the changes to the plan pursuant to 10 CFR 50.54(p)(2) and 10 CFR 70.32(e). Enclosure 2 is a cross-reference between the elements of the Reference 3 order and associated sections of the revised plan. Enclosure 3 is the revised plan itself .

Note that the EnclQsures 1 and 2 contain security-related information and, as a result, GEH requests that Enclosures 1. and 2 be withheld from public disclosure per 10 CFR 2.90.

Note that the Enclosure 3 Physical Security Plan contains Safeguards Information, and as a result, GEH requests that Enclosure 3 be withheld from public disclosure per 10 CFR 2.90 and 73.21.

• Upon removal of all of Enclosures 1, 2, and 3, this transmittal letter may be decontrolled.
