Dear Commissioner Klee:

On behalf of the NRC, I am responding to your electronic mail dated May 1, 2015, and subsequent letter from Deputy Commissioner Sullivan dated May 25, 2015. Specifically, you requested the NRC to brief Governor Malloy and his staff on the recent issuance of apparent violations to the Millstone Nuclear Power Station and for the NRC to consider points of interest from the State during an alternate dispute resolution (ADR) used by the NRC and Dominion for addressing the circumstances and potential causes of the apparent violations.

I wanted to thank you for your role in facilitating a discussion with Governor Malloy and his staff on June 11, 2015. We appreciated the opportunity to brief the Governor and to address any of the States concerns with respect to the operation of the Millstone Power Station. I understand that Governor Malloy found the meeting to be a useful exchange of information and was satisfied with the NRCs current regulatory oversight at Millstone.

As you were aware, the ADR mediation session was held between the NRC and Dominion on July 14, 2015, along with two follow-up teleconferences held on July 16 and July 24, 2015. As discussed with you during our telephone conversation on August 27, 2015, we believe the States considerations were adequately taken into account during the ADR process as documented in the attached Confirmatory Order.

My Regional State Liaison Officers will continue to work with Jeff Semanski of your staff as the Governor-appointed State Liaison Officer for keeping you and the Governors office informed on any future issues of mutual interest and for further developing a mutual respect, trust and cooperation between our agencies.
