SUBJECT:

OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Lieb:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Davis-Besse Nuclear Power Station.

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Jeffrey D. Cuff, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors, " one day during the week of June 22, 2015. The NRC staff will administer the operating tests during the week of June 15, 2015. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021, for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact your Chief Examiner, Mr. David W. Reeser, at 630-829-9859, if you have any questions or identify any errors or changes in the license level (reactor operator (RO) or senior reactor operator (SRO)) or type of examination (partial or complete written exam ination and/or operating test) specified for each applicant.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding ," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC's Public Document

Davis-Besse Nuclear Power Station, Unit 1 Docket Number 50-346, License Number NPF-3 Rescheduling of Operator Licensing Examinations This letter is being submitted to request rescheduling of the Davis-Besse Nuclear Power Station (DBNPS) Initial Operator Licensing Examination for 2014. Letter L-11-209, Response to Regulatory Issue Summary 2011-04, "Preparation and Scheduling of Operator Licensing Examinations," dated June 23, 2011, requested a primary examination date of December 1, 2014, and an alternate date of January 5, 2015. Due to preparations for our upcoming Steam Generator Replacement outage in the spring of 2014, an approximate six month extension to these dates is needed. Therefore, the FirstEnergy Nuclear Operating Company (FENOC) is requesting a primary examination date for the week of June 1, 2015, with an alternate date of July 6, 2015. These proposed changes have been discussed with Mr. R. Keith Walton, NRC Region Ill Operator Licensing .

Please note that the upcoming 2013 examinations are unaffected by this change, as are the examinations scheduled in 2016. An updated Operator Licensing Examination Data Form (NRC Form 536) is enclosed to reflect these changes, along with a revised schedule for the proposed administration of the Generic Fundamentals Examination in 2013 and 2014.

There are no regulatory commitments included in this letter. If there are any questions or if additional information is required, please contact Mr. Daniel T. Hartnett, Superintendent - Nuclear Operations Training at (419) 249-2396.
