ST. LUCIE PLANT, UNIT NO. 1 - REQUEST FOR ADDITIONAL INFORMATION ON LICENSE AMENDMENT REQUEST FOR CHANGES TO THE SNUBBER SURVEILLANCE REQUIREMENTS (TAC NO. MF6490)

Dear Mr. Nazar:

By letter dated July 15, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15198A029), Florida Power and Light Company (FP&L or the licensee) requested changes to the technical specifications (TSs) for the St. Lucie Plant, Unit No. 1. The proposed amendment would revise TS surveillance requirements for the snubbers to conform to revisions to the Snubber Testing Program.

The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the information provided by the licensee and determined that it needs additional information to complete the review of the subject license amendment request. The request for additional information (RAI) is enclosed.

A draft of these questions was previously sent to Mr. Ken Frehafer of your staff on August 19, 2015 (ADAMS Accession No. ML15233A306}, with an opportunity to have a teleconference to ensure that FP&L understood the questions and their regulatory basis, as well as to verify that the information was not previously docketed.

By email dated August 19, 2015 (ADAMS Accession No. ML15233A307}, Mr. Frehafer of your staff stated that a conference call was not necessary and staff agreed that FP&L would respond to the RAI within 45 days of the date of this letter. Please note that if you do not respond to the RAI by the agreed upon date, the NRC staff may reject your request for relief under the provisions of Title 1 O of the Code of Federal Regulations, Section 2.108, "Denial of application for failure to supply information."

2.0 REQUEST FOR ADDITIONAL INFORMATION On June 22, 2015 (ADAMS Accession No. ML15127A066), the NRG issued Amendment No. 223 to Renewed Facility Operating License No. DPR-67 and Amendment No. 173 to Renewed Facility Operating License No. NPF-16 for the St. Lucie Unit Nos. 1 and 2, respectively. The amendments revised the St. Lucie 1 and 2 TSs by relocating specific surveillance frequencies to a licensee-controlled program. Amendment No. 223 for St. Lucie Unit 1 added a new TS Section 6.8.4.o, "Surveillance Frequency Control Program," on TS page 6-15h.

By letter dated July 15, 2015, FP&L submitted the snubber license amendment request.

In Attachment 2, "Technical Specification Markups," FP&L states that it will insert TS Section 6.8.4.o, "Snubber Testing Program," on page 6-15g. This is incorrect for two reasons: (1) the Snubber Testing Program cannot fit at the bottom of page 6-15, and (2) TS Section 6.8.4.o is already in the TS as the Surveillance Frequency Control Program due to Amendment No. 223.

In Attachment 3, 'Word Processed TS Pages," FP&L states that it will insert TS Section 6.8.4.o, "Snubber Testing Program," on page 6-15h. This is incorrect because TS Section 6.8.4.o is already in the TS as the Surveillance Frequency Control Program due to Amendment No. 223.

Please correct these errors.
