NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION -
V.C. SUMMER NUCLEAR STATION
Dear Mr. Gatlin:
During the period of October 5 - 9, 2015, the U.S. Nuclear Regulatory Commission (NRC) will conduct a baseline radiation safety inspection at the V.C. Summer Nuclear Station. The inspection will evaluate activities in the Occupational Radiation Safety cornerstone using NRC inspection procedure 71124.01.
In order to minimize the impact to your onsite resources and to ensure a productive inspection, we have enclosed a request for documents needed for this activity. It is important that all of these documents are up-to-date, and complete, thereby minimizing the number of additional documents requested during the preparation, and/or the onsite portions of the inspection. The inspector has requested that the subject informational material be provided in CD format on or before September 25, 2015.
We have discussed the schedule for these inspection activities with your staff, and understand that our regulatory contact for this inspection will be Ms. Susan Reese, 803-345-4591, of your organization. This letter does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget under control numbers 3150-0044, 3150-0014, 3150-0011, and 3150-0008. The NRC may not conduct or sponsor, and a person is not required to respond to, a request for information or an information collection requirement unless the requesting document displays a currently valid Office of Management and Budget control number.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter, and its Enclosure, will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS);

Inspection Procedure 71124.01 - Radiological Hazard Assessment and Exposure Controls Note: This is a list of the documents the NRC inspectors will be interested in obtaining and reviewing prior to the onsite inspection visit. The current version of these documents is expected unless specified otherwise. Electronic media is preferred, if readily available. (The preferred file format is Word or searchable pdf files on CDROM. Please provide three copies of each electronic media device submitted.) Information in the document lists should contain enough information to be easily understood by someone who has knowledge of the subject. The lead inspector can answer questions regarding questions on specific information needs with licensee staff, and may request additional documents.
Documentation is requested from April 26, 2014, to the present, unless otherwise noted, for the inspection procedures. We would prefer as much of the information as possible in electronic form. An index to the CD contents is also helpful. For those items requesting a list of documents/areas, the inspectors will select documents/areas from the list for onsite review.

Procedure(s) for identifying, notification, tracking, and correcting performance indicators occurrences.
Audits and self-assessments performed since April 2014 that encompass the Operational Radiation Protection Program.
71124.01 - Radiological Hazard Assessment and Exposure Controls
- 1. List of active Radiation Work Permits (RWPs) including planned and contingency outage RWPs, with their administrative limits, electronic dosimeter dose rate limit, and dose limit.
- 2. Most recent survey of all locked high radiation areas (LHRAs) and very high radiation areas (VHRAs) (as applicable).
- 3. Procedures related to health physics (HP) controls (e.g., Posting, labeling, surveys, RWPs, contamination control, HRA/LHRA/VHRA control, key control, control of divers, special controls during fuel offload, hot spots).
- 4. Procedures related to release of personnel and materials (e.g., release surveys, decontamination, guidance for alarm followup).
- 5. List of National Source Tracking System (NSTS) sources and any change-of-ownership transactions.
- 6. Documentation of annual NSTS inventory reconciliation for 2015.
- 7. List of all non-fuel items stored in spent fuel pool (SFP).
- 8. List of condition reports (CRs) related to HP controls where the cause was listed as human performance (radworker error) or human performance (HP technician error) issued since April 26, 2014. [This should be a list of corrective action documents containing a CR number and brief description, not full CRs.]
- 9. All CRs related to Nationally Tracked Sources since April 2014.
