MILLSTONE POWER STATION UNITS 2 AND 3 NORTH ANNA AND SURRY POWER STATIONS UNITS 1 AND 2 NRC GENERIC LETTER (GL) 2004-02, POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY REClRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED-WATER REACTORS COMMITMENT CHANGE By letters dated May 14, 2013 (ML13140A095) for Surry Power Station Units I and 2 and May 15, 2013 (ML13141A277 and ML13141A278) for Millstone Power Station Units 2 and 3 and North Anna Power Station Units 1 and 2, respectively, Virginia Electric and Power Company (Dominion) and Dominion Nuclear Connecticut, Inc. (DNC) notified the NRC that they would be implementing GS1-191 Closure Option 2A-Deterministic for each plant to address the downstream in-vessel debris effects issue associated with resolution of GL 2004-02.
These letters also included regulatory commitments for providing resolution plans and implementation schedules to the NRC for resolving downstream in-vessel debris effects within 60 days of the Pressurized Water Reactor Owners Group (PWROG) establishing new in-vessel debris acceptance criteria.
By letter dated July 17, 2015, the PWROG submitted WCAP-17788, "Comprehensive Analysis and Test Program for GS1-191 Closure (PA-SEE-I1090)," to the NRC for review and acceptance for referencing in regulatory actions.
However, developing and submitting plant-specific resolution plans and implementation schedules prior to the completion of NRC review and approval of the WCAP and issuance of an associated Safety Evaluation Report (SER) is premature and potentially could be counterproductive should the NRC not endorse the WCAP as written or impose restrictions and/or conditions not presently specified in WCAP-17788. Consequently, Dominion and DNC herein revise the regulatory commitments discussed above for Millstone Power Station Units 2 and 3 and North Anna and Surry Power Stations Units I and 2 as follows:

PWROG WCAP-1 7788 in-vessel debris acceptance criteria and communicate that plan to the NRC in a final updated supplemental response to support closure of GL 2004-02.
