Dear Chairman Bums,
COMMITTEES Agriculture Corporations, Authorities and Commissions Environmental Conservation Libraries and Education Technology Local Governments Tourism, Parks, Arts, and Sports Development MEMBER Puerto Rican/Hispanic Task Force I write to convey my deep concerns over plans to proceed with construction of the Spectra AIM pipeline in the vicinity of the Indian Point Nuclear Power Plant. As I am sure you are aware, experts in the fields of gas pipeline and nuclear safety, hired by the Town of Cortland, have recently called into question the comprehensiveness of prior safety analyses conducted by FERC and the NRC. These experts suggest that a transient risk analysis must be undertaken in order to make a realistic assessment of the potential safety hazards posed by siting a high pressure pipeline so close to a nuclear power plant.
Given the potentially catastrophic consequences of a gas line rupture near Indian Point, I implore you delay construction of the AIM pipeline until a truly independent risk assessment, including transient risk analysis, can be conducted. Several area residents have contacted me to express concern that the close relationship between Spectra and federal regulators may have precluded a thorough and complete investigation of the risks associated with the pipeline project.
While I understand the federal government's interest in encouraging the development of energy resources throughout the country, it is equally as important that local health and safety concerns be thoroughly and independently evaluated. This is especially true when one considers the magnitude of an accident impacting a nuclear facility.
