SUMMARY

OF JANUARY 12, 1989 MEETING ON ACTIVITIES OF DUKE POWER COMPANY On January 12, 1989, the NRC staff met at the Oconee site in Seneca, South Carolina with Duke Power Company (Duke) to discuss licensing and inspection issues. The meeting was unique in that issues generic to Duke were addressed in addition to plant-specific activities. Current and future issues were discussed in a forum that included personnel from Duke, NRC Region II, NRC resident inspection staff, and NRR.

In the morning session Duke (1) discussed its recent reduction in force and reorganization, (2) presented selected generic activities regarding all three stations, and (3) then discussed specific activities at Oconee. In the afternoon session,.the participants formed three groups in a workshop format and discussed plant-specific issues relating to Oconee, McGuire, and Catawba.

We plan to continue the meetings on a bimonthly basis, rotating among Duke sites.

The next meeting is projected for March at the McGuire site.

Meeting participants are listed in Enclosure 1. Viewgraphs used by Duke during the presentation are provided in Enclosure 2.

Nuclear Safety Assurance The major organizational and functional changes involving Nuclear Safety Assurance (NSA) following the work activity review are as follows:

1. Licensing has been transferred from the Nuclear Technical Services Group to the NSA Group and has been named Regulatory Compliance.
2. Security Support has been transferred from the Nuclear Department Service Group to the NSA Group and consolidated with Regulatory Compliance. The Security Support function of the previous Generic Licensing Unit has also been consolidated with Regulatory Compliance.
3. The remaining functions of the Generic Licensing Unit has been consolidated with the Operating Experience Management Unit and named Nuclear Safety and Compliance Support.
4. The preparation of LERs is in the process of being transferred from the Regulatory Compliance Section to the station Safety Review Groups (SRGs).

Initiatives to strengthen activities in the Regulatory Compliance are as follows:

1. Improving Verbal Communication with NRC (Resident, Region II and NRC Staff)

Routine meetings to exchange information.

Approximate two month interval for middle management.

Approximate eight month interval for high level management.

2. Improving Written Communication with NRC Quality and timeliness.

Closer supervision and performance management program.

3. Improving Duke Management Awareness and Involvement with regulatory issues Monthly management briefings on major issues.

Periodic status reports.

4. Improving Station and General Office Coordination and Communication regarding regulatory issues.

Increased number of functional area meetings.

Coordinated with routine meetings with NRC.

5. Strengthening the Security Support Function Increased management oversight.

Consolidate Security Regulatory Compliance activities under one management scheme.

6. Improving LERs Quality, accuracy and timeliness.
