Dear ASLB:

Enterg-'y has requested various license amendments for Indian Point 2's license, which expired in September 2013 and Indian Point 3 license which expires on December 31, 2015.

We, the undersigned Stakeholders, residents of the Indian Point Reactor Community residing within 50 miles of Indian Point, are exercising our rights to intervene and request a change of venue for all hearings on any proposed license amendments to the expired Indian Point 2 license, to be held in White Plains, New York, not Washington, DC.

Currently three proposed license amendments are already being considered by the ASLB, to Defer inspections of thle reactor vessel head for 10 years due to lack

of necessary "coupons" to test embrittlement;

° Ignore problems with control rods, known to be misaligned, until March 201!6;

These amendments of an expired license are procedurally defective and violate the Administrative Procedures Act. These amendments, and any other proposed amendments, significantly change the already expired operating license, reduce safety margins, endanger public health and safety. These amendments appear to be unreasonable and irrational, and are without procedural standing.

Therefore, we the undersigned community Stakeholders are intervening and requesting public hearings in White Plains, NY, where Entergy maintains its corporate offices. This venue change should extend to any and all other proposed license amendments of the expired Indian Point 2 operating license, and the Indian Point 3 operating license, which will expire in six months, on December 31, 2015. For the NRC to provide a phone line for the public to listen in, f~ail s to satisfy the requirement for public participation, therefore public hearings in White Plains, NY must be provided.
