VOGTLE ELECTRIC GENERATING PLANT - NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Taber:

During the week of September 21 - 25, 2015, the U.S. Nuclear Regulatory Commission (NRC) will perform a baseline Radiation Safety Inspection at your Vogtle Electric Generating Plant, Units 1 and 2 (NRC Inspection Procedures 71124.01 and 71124.08). In order to minimize the impact to your onsite resources and to ensure a productive inspection, we have enclosed a request for documents needed for this inspection. It is important that all of these documents are up-to-date, and complete, in order to minimize the number of additional documents requested during the preparation, and/or the onsite portions of the inspection. The NRC requests that the requested documents be provided to the inspectors, in CD format, on or before August 31, 2015.

We have discussed the schedule for these inspection activities with your staff, and understand that our regulatory contact for this inspection will be George Gunn. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter, and its Enclosure, will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS); accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

This letter does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget under control numbers 3150-0008, 3150-0011, 3150-0014, 3150-0044, and 3150-0135. The NRC may not conduct or

sponsor, and a person is not required to respond to, a request for information or an information collection requirement, unless the requesting document displays a currently valid Office of Management and Budget control number.

71124.01 - Radiological Hazard Assessment and Exposure Controls

1. List of outage radiation work permits (RWPs).
2. All procedures related to health physics (HP) controls (e.g., posting, labeling, surveys, RWPs, contamination control, High Radiation Area (HRA)/Locked High Radiation Area (LHRA)/Very High Radiation Area (VHRA) control, key control, control of divers, special controls during fuel offload, hot spots).
3. Procedures related to release of personnel and materials (e.g., release surveys, decontamination, guidance for alarm followup).
4. List of Nationally Tracked Sources and any change-of-ownership transactions.
5. List of all non-fuel items stored in spent fuel pool.
6. Most recent self-assessment or audit covering HP controls.
7. List of condition reports (CRs) related to HP controls (e.g., radworker error, HP technician error, posting issues, HRA/LHRA/VHRA issues, survey problems) since April 2014. [This should be a list of corrective action documents containing a CR number and brief description, not full CRs.]

71124.08 - Radioactive Solid Waste Processing and Radioactive Material Handling, Storage, and Transportation

1. Site and corporate procedures associated with radioactive waste processing and handling, storage, and transportation of radioactive material (RAM), including:
a.

Storage and handling of RAM, including non-Radiological Controlled Area (RCA) and satellite RCA locations.

b. Waste stream mixing, sampling, concentration averaging, and use of scaling factors.
c. Monitoring impact of long-term storage (e.g., buildup of gases produced by waste decomposition, chemical reactions, container deformation, loss of container integrity, re-release of free-flowing water).
d. Transferring of resin and/or sludge into shipping/disposal containers; dewatering and waste stabilization.
e. Preparing packages and documentation for shipping RAMs.
2. Process Control Program.
3. Liquid and solid radwaste system diagrams and detailed system descriptions (e.g.,

information that might be contained in curricula for training new system engineers).

4. List of RAM storage areas, including satellite RCAs.
5. List of all shipments made since March 2013 (shipping logs).
6. List of all changes made to solid and liquid radwaste processing systems since March 2013.
7. List of all abandoned solid and liquid radwaste processing equipment.
8. Last two 10 CFR Part 61 analyses for each waste stream; including QA data (e.g., in-house vs. vendor lab comparisons, current results vs. database).
9. Most recent self-assessment or audit covering shipping/radwaste processing and RAM storage programs.
10. List of CRs related to shipping, radwaste processing, or RAM storage since March 2013.
