SUMMARY
OF JUNE 10, 2015, PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP EMERGENCY CORE COOLING SYSTEM SUCTION STRAINER RISK-INFORMED PROJECT COMMITTEE On June 10, 2015, U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives of the Boiling Water Reactor Owners Group (BWROG) Emergency Core Cooling System Suction Strainer Risk-Informed Project Committee. The enclosure provides a list of those in attendance. Presentation materials can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15210A148.
Mr. Ken Knaide of Public Service Enterprise Group (PSEG) provided the opening remarks for the BWROG and identified the key objectives for the meeting. Mr. Larry Naron of Exelon outlined the purpose, goals, and background for the risk-informed approach. Background information included the BWROGs four phases of organization for risk-informed project:
Phase I - proof-of-principle (completed in 2014); Phase II - single plant demonstration with 10 issues (started 1Q 2015); Phase III - second plant selection with analytical model incorporation (begin 3Q 2015); Phase IV select and evaluate third plant (begin 1Q 2016) and document findings in BWROG technical product (2Q 2016). Mr. Larry Lee from ERIN Engineering and Mr. Bruce Letellier from Alion Science and Technology presented the baseline case, potential issues and results for the Phase II analysis.
Key takeaways for the public meeting are as follows:
- 1. The BWROG representatives and NRC staff discussed a two-part submission to the Phase II results planned for 3Q 2015. The draft report will be made available to the NRC staff before the audit at Alion Science and Technology. The final report will be issued to the NRC staff approximately 2 months after the draft report.

- 2. The NRC staff requested an opportunity to review the probabilistic risk assessment (PRA) model in an attempt to resolve several technical questions. Post meeting, an agreement was made with the BWROG to allow NRC staff to conduct a PRA audit at Alion Science and Technology the week of August 10, 2015.
- 3. The NRC staff expressed concern in the level of confidence in the BWR insulation walk-down results and with the BWROGs position not to validate the results. The NRC staff has requested a follow-up technical meeting to continue discussion on this topic.
No public comments were recorded during the meeting.
At the conclusion of the meeting the NRC staff facilitated an overview, takeaways, and closeout for the meeting.
