SECTION 106 CONSULTATION FOR LICENSE NO.: DPR-7, HUMBOLDT BAY POWER PLANT UNIT 3 LICENSE TERMINATION PLAN (DOCKET NO.: 50-133)

Dear Ms. Forrest:

In response to your e-mail dated March 16, 2015, which responded to the U.S. Nuclear Regulatory Commission (NRC) Section 106 consultation letter of February 18, 2015, the following items are enclosed:

  • Maps of the area of potential effect (direct and indirect);
  • Cultural Resources Study for the Pacific Gas & Electric Companys (PG&E) Humboldt Bay Power Plant (HBPP), Independent Spent Fuel Storage Installation (ISFSI) Licensing Project, PAR Environmental Services, Inc., 2003;
  • Cultural Resources Inventory and Evaluation, HBPP Decommissioning Canal Remediation Project, PG&E 2013;
  • Cultural Resources Monitoring Report and Recommendations, HBPP Decommissioning, Humboldt County, CA. DZC Consulting 2013; and
  • Pertinent correspondence between the NRC; and the California Office of Historic Preservation (CA OHP).

o Letter from Mr. Scott C. Flanders to Mr. Milford Wayne Donaldson, dated September 29, 2005, and o Letter from Mr. Donaldson to Mr. Flanders, dated October 25, 2005.

The two letters identified above, between the NRC and the CA OHP, are in reference to the HBPP Unit 3 ISFSI. Upon recent inquiry, it was determined that PG&E had misinterpreted the CA OHP October 25, 2005 letter to be a concurrence of eligibility for the HBPP Unit 3 facility, when in fact, there was no such concurrence. In this regard, we are aware of no correspondence from CA OHP that concurs in any eligibility determination for HBPP Unit 3. The statement in our letter dated February 18, 2015, which noted the CA OHPs concurrence on
