Dear Mr. Gatlin:

By letter dated November 5, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14314A033), and May 21, 2015 (ADAMS Accession No. ML15147A017), South Carolina Electric & Gas Co. (the licensee) submitted information summarizing the results of the spring 2014 steam generator tube inspections performed at Virgil C. Summer Nuclear Station (VCSNS), Unit 1. These inspections were performed during refueling outage 21.

The NRC staff has completed its review of these reports and concludes that the licensee provided the information required by the VCSNS, Unit 1, Technical Specifications and that no additional follow-up is required at this time. The staff's review is enclosed.

REVIEW OF THE SPRING 2014 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT VIRGIL C. SUMMER NUCLEAR STATION, UNIT 1 DOCKET NO. 50-395 TAC NO. MF5164 By letter dated November 5, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14314A033), and May 21, 2015 (ADAMS Accession No. ML15147A017), South Carolina Electric & Gas Co. (the licensee) submitted information summarizing the results of the spring 2014 steam generator (SG) tube inspections performed at Virgil C. Summer Nuclear Station (VCSNS), Unit 1. These inspections were performed during refueling outage 21.

VCSNS, Unit 1, has three Westinghouse Delta-75 SGs that were installed in 1994. Each SG has 6,307 thermally treated alloy 690 tubes with an outside diameter of 0.6875 inches and a nominal wall thickness of 0.040 inches. The tubes are supported by nine Type 405 stainless steel tube support plates and the U-bend sections are supported by four Type 405 stainless steel anti-vibration bars. The first 17 rows of tubing were stress relieved during fabrication.

On June 29, 2015, the licensee provided clarification regarding their May 21, 2015 letter. The clarification is provided below:

  • Eight tubes are plugged.
  • The cumulative number of plugs is 16 (8 on the hot leg and 8 on the cold leg).
  • All 16 plugs were in their proper locations.
  • No degraded or dripping plugs were identified.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g., tube plugging) taken in response to the inspection findings.

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by the Technical Specifications. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
