NRC INVESTIGATION REPORT NO. 1-2014-006

Dear Mr. Rausch:

This letter refers to the subject investigation by the U.S. Nuclear Regulatory Commission (NRC)

Office of Investigations (OI) conducted at the Susquehanna Steam Electric Station (SSES). The investigation, which was completed on January 14, 2015, involved security matters, including assertions of security officer inattentiveness and improper conduct. Details of the investigation are considered sensitive information and, therefore, are not included in this letter, but are described in the non-public Enclosure 1. Based on the evidence gathered during the OI investigation, the NRC has concluded that there was insufficient evidence to determine that SSES SOs had been inattentive or engaged in misconduct. As a result, the NRC did not identify any violations of NRC regulatory requirements.

You are not required to respond to this letter. However, should you choose to respond, your response should be sent to the U.S. Nuclear Regulatory Commission, ATTN: Regional Administrator, Region I, 2100 Renaissance Boulevard, Suite 100, King of Prussia, PA 19406, and marked Open by Addressee Only, within 30 days of the date of this letter, with a copy to the NRC Senior Resident Inspector at SSES. If Security Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room and from the NRCs Agency-wide Documents Access and Management System (ADAMS), accessible from Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from its Enclosure, this document is DECONTROLLED
