UNITED STATES NUCLEAR REGULATORY COMMISSION REGION I 2100 RENAISSANCE BLVD., SUITE 100 KING OF PRUSSIA, PA 19406-2713 June 3, 2015 Mr. David Heacock President and Chief Nuclear Officer Dominion Resources 5000 Dominion Boulevard Glen Allen, VA 23060

SUBJECT:

ASSESSMENT FOLLOW-UP LETTER FOR MILLSTONE POWER STATION, UNIT 3

Dear Mr. Heacock:

As a result of its continuous review of plant performance, the U. S. Nuclear Regulatory Commission (NRC) updated its assessment of Millstone Power Station, Unit 3. The NRCs evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRCs assessment of and its plans for a future inspection at your facility.

This letter supplements, but does not supersede, the annual assessment letter (NRC Inspection Report Nos. 05000336/2014001 and 05000423/2014001) issued on March 4, 2015.

On April 2, 2015, the NRC forwarded a letter (NRC Inspection Report No. 05000423/2015405) that stated the final significance determination of one or more greater-than-green inspection finding(s) in the Security Cornerstone. The NRC plans to conduct a supplemental inspection.

The NRC requests that your staff provide notification of your readiness for the NRC to conduct this supplemental inspection.

In a separate letter to you dated October 20, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14294A220), the NRC determined the performance at Millstone Power Station, Unit 3, to be in the Regulatory Response Column of the Reactor Oversight Process Action Matrix. This letter detailed the final significance determination of a finding related to the turbine-driven auxiliary feedwater pump. Since this finding is not in the same strategic performance area as the finding in the Security Cornerstone described above, Millstone Power Station, Unit 3 will remain in the Regulatory Response Column.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRC's ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

D. Heacock 2 Please contact Mr. Raymond McKinley at 610-337-5150 with any questions you have regarding this letter.

Sincerely,

/RA/
