On June 17, 2014, in accordance with 10 CFR 50.90, the Northern States Power Company-Minnesota (NSPM), doing business as Xcel Energy, Inc., submitted a license amendment request (LAR) (Reference 1) to revise the Monticello Nuclear Generating Plant (MNGP) Technical Specifications (TSs). Specifically, it was proposed to revise Surveillance Requirement (SR) 3.5.1.3.b to increase the Alternate Nitrogen System supply pressure from greater than or equal to 410 psig to greater than or equal to 700 psig.

The supply pressure currently specified in the surveillance requirement was determined to be non-conservative and the guidance of Nuclear Regulatory Commission (NRC)

Administrative Letter, 98-10, "Dispositioning of Technical Specifications That Are Insufficient to Assure Plant Safety," is being applied. Interim administrative controls are in-place to maintain Alternate Nitrogen System pressure at a higher value to ensure operability of the system until aLAR is approved.

Subsequent to LAR submittal, issues were identified with the supporting calculations associated with the system configuration resulting in a decision to verify the Alternate Nitrogen System configuration during the 2015 Refueling Outage and revise the associated calculations, as required. However, revisions to the associated calculations are now not expected to be completed in time to support submittal of a supplement within the specified NRC review timeframe. Consequently, NSPM is electing to withdraw this LAR and intends to submit a revised LAR at a future date.
