SUMMARY
OF THE MAY 11, 2015, MEETING WITH EXELON GENERATION COMPANY LLC, ON THE FUTURE LICENSE AMENDMENT REQUEST TO ADDRESS THE FUEL CHANNEL BOW/BULGE IN THE SPENT FUEL POOL CRITICALITY ANALYSIS (TAC NOS. MF6160 AND MF6161)
On May 11, 2015, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss the proposed license amendment request addressing the fuel channel bow/bulge in the spent fuel pool criticality analysis for Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities). The meeting notice and agenda, dated April 29, 2015, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15119A578. A list of attendees is provided in the Enclosure.
The licensee described its plans to address how bowing and bulging of the fuel channel on a fuel assembly will affect the current criticality safety analysis. The licensee also provided a description of a reconstituted fuel assembly and the treatment of reconstituted fuel assemblies in the criticality safety analysis. The NRC staff questioned the licensee's assertion that reconstituted fuel represented a bounding fuel assembly with respect to activity, and consequently disagreed that the licensee's planned treatment of reconstituted fuel in the criticality safety analysis represented a bounding condition. The NRC staff had questions regarding the licensee's treatment of tolerances and uncertainties in the analysis. To address the concerns the NRC staff requested that the licensee include more detail concerning reconstituted fuel and treatment of uncertainties in the forthcoming license amendment request submittal.
The licensee and NRC staff discussed scheduling of the review and how the planned Quad Cities submittal related to other license amendment submittals that have been received by the NRC from Exelon.
Members of the public were in attendance. A member of the public queried NRC staff regarding spent fuel pool chillers and about spent fuel pools at plants which are decommissioned or undergoing transition to decommissioning. Public Meeting Feedback forms were not received.
