July 20, 2015 Mr. John Sauger Senior Vice President and General Manager ZionSolutions LLC 101 Shiloh Blvd.

Zion, IL 60099-2797

SUBJECT:

ZION NUCLEAR POWER STATION, UNITS 1 AND 2 - REQUEST FOR EXEMPTION FROM EMERGENCY PREPAREDNESS REQUIREMENTS (TAC NOS. J52992 AND J52993)

Dear Mr. Sauger:

By application dated May 27, 2014, ZionSolutions, LLC, submitted a request for exemption from certain requirements of 10 CFR 50.47 and 10 CFR Part 50, Appendix E, for the Zion Nuclear Power Station (ZNPS) (ADAMS Accession No. ML14148A295).

Pursuant to 10 CFR 50.12, the Commission may, upon application by any interested person or upon its own initiative, grant exemptions from the requirements of 10 CFR Part 50 when: (1) the exemptions are authorized by law, will not present an undue risk to public health or safety, and are consistent with the common defense and security; and (2) when special circumstances are present.

The enclosed exemption Federal Register notice concludes that certain of ZionSolutionss requested exemptions are authorized by law, will not present an undue risk to public health and safety, and are consistent with the common defense and security, and that special circumstances are present based on the reduced radiological risk to the public now that all spent fuel has been transferred to an Independent Spent Fuel Storage Installation at the permanently shut down, defueled reactor. Accordingly, pursuant to 10 CFR 50.12, as specified in the enclosed notice, certain exemption requests are granted and effective immediately. The exemption will be published in the Federal Register.

Other requirements from which you requested exemptions were determined to either be not applicable to your facility or are being met by your current program or an exemption was not appropriate, therefore, an exemption was not necessary or was denied for those requirements.

The enclosed U.S. Nuclear Regulatory Commission (NRC) staff Safety Evaluation Report articulates the basis for granting your specific exemption requests or determining that the requests were not necessary.

J. Sauger 2 Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of no significant impact was published in the Federal Register. Based upon the environmental assessment, the Commission has determined that issuance of this exemption will not have a significant effect on the quality of the human environment.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs Agency-wide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site in the NRC Library at http://www.nrc.gov/reading-rm/adams.html.

Should you have any questions regarding this action please contact me at 301-415-3017 or John.Hickman@nrc.gov.

Sincerely,

/RA B. Watson for/
