SUMMARY

OF APRIL 13, 2015, PUBLIC TELECONFERENCE MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP, EMERGENCY CORE COOLING SYSTEM, SUCTION STRAINER RISK-INFORMED PROJECT COMMITTEE On April 13, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference with representatives of the Boiling Water Reactor Owners Group (BWROG),

Emergency Core Cooling System (ECCS), and Suction Strainer (SS) Risk-Informed Project Committee. The enclosure provides a list of those who participated.

Mr. Larry Naron of Exelon provided the opening remarks for the BWROG and identified the key objectives for the meeting. The BWROG presentation materials can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML15103A020.

The BWROG representatives identified that the Phase I Proof of Principle project was completed in January 2015 to perform a risk-informed evaluation of two (2) of twelve (12) ECCS SS potential issues (#3 Head Loss Correlations and #8 Coatings Zone of Influence). The results of Phase I testing were presented by the BWROG representatives (page 8 of presentation). The NRC staff questioned the inclusion of unqualified coatings in the test case.

The BWROG representatives responded that unqualified coatings were not considered. The NRC staff requested that unqualified coatings be taken into account for future evaluations with consideration to plant specific test cases.

The BWROG representatives presented the Project Phase II overview and status (page 11 of presentation). The probabilistic risk assessment (PRA) model adjustments will include ten (10) of the twelve (12) ECCS SS potential issues as well as any needed enhancements to account for any adjustments in accident sequence failure modes, timings, or compensatory actions with respect to expanding from two (2) to ten (10) ECCS SS potential issues.

The NRC staff asked for clarification on the assumption of prototypical characteristics under Potential Issue #10, Debris Characteristics (page 17 of the presentation). The BWROG representatives responded that the prototypical characteristics assumed were the same as what were used in the head loss prediction design basis calculations.

The NRC staff asked the BWROG representatives to identify the objective and content anticipated for the June 2015 public meeting. The BWROG representatives indicated that a full presentation of Phase II plant specific results would be provided with inclusion of ten (10) of the twelve (12) ECCS SS potential issues.

Public comments were provided by Mr. Steven Dolley of Platts McGraw Hill Financial.

Mr. Dolley questioned whether or not the Phase I results were available to the public and if the BWROG could disclose which plants were being evaluated in the PRA modeling. The NRC staff stated that the Phase I results were presented as part of the December 4, 2014, public meeting and a summary of that meeting could be found in ADAMS under Accession No. ML14356A148. In regards to the plant disclosure question, the NRC staff identified to Mr. Dolley that the BWROG was under no obligation to share that information at this time. The NRC staff further explained that the BWROG was acting on a voluntary and exploratory basis and that the NRC has neither requested or been provided the plant specific information.

At the conclusion of the meeting, the NRCs ECCS SS Project Manager facilitated an overview and closeout.
