As authorized under 10 CFR 50.54(p)(2), the Armed Forces Radiobiology Research Institute (License R-84, Docket 50-170) has implemented changes to its reactor Physical Security Plan. The changes implemented do not decrease the effectiveness of the plan and thus do not require prior Commission approval. The specific changes are detailed in with a copy of the revised plan in Enclosure 2. These changes are not related to the submittal of the reactor relicensing package in 2003 and subsequent requests for

• additional information.

Because of the sensitive nature of the documents, it i~ to be withheld from public disclosure under 10 CFR 73.23. When separated from safeguards information designated as safeguards information-modified handling enclosures, this document is decontrolled provided the transmittal document does not otherwise warrant protection from unauthorized disclosure.
