The NRC State Liaison Officer Program Hello Mr. Edelson, Thank you for your e-mail from April 12 (Im sorry for the delay in our response) and your interest in the State Liaison Officer Program. The State Liaison Officer Program was established in 1976 in response to recommendations from the National Governors Association and other organizations to improve cooperation between the NRC and the States. The NRC relies on the Governor-appointed State Liaison Officers to provide the primary communication channel between the States and the NRC. The State Liaison Officer serves as the key person in the State to keep the Governor informed on issues under the NRCs jurisdiction (specifically matters addressing nuclear regulation, nuclear security, and radiological public health and safety), and provides the NRC with State information on these issues. Nuclear Regulatory Commission describes some of the NRCs interactions with States, including the State Liaison Officer Program; U.S. Nuclear Regulatory Commission State Liaison Officer Program describes the program in greater detail, including responsibilities of the State Liaison Officer; and NRC Management Directive 5.2, Cooperation with States at Commercial Nuclear Power Plants and Other Nuclear Production or Utilization Facilities. This directive contains the NRCs policy on cooperation with States and more detailed information about the State Liaison Officer program and responsibilities. State Liaison Officers are appointed by each States Governor, so unfortunately I cannot provide you with information on that selection process - that is specific to each Governors office.
