OF APRIL 1, 2015, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING THE WATTS BAR NUCLEAR PLANT, UNIT 2 OPERATING LICENSE APPLICATION (FIRE PROTECTION REPORT)
On April 1, 2015, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Tennessee Valley Authority (TVA). The topic of discussion was the Fire Protection Report (FPR) that the staff is reviewing as part of the operating license application for Watts Bar Nuclear Plant (WBN), Unit 2. The meeting notice and agenda, dated March 20, 2015, is available in the Agencywide Documents Access and Management System at Accession No. ML15079A432. A list of attendees is provided as Enclosure 1.
The NRC staff presented no information. TVA provided a handout of a draft schedule for submittal of the updated FPR (see Enclosure 2).
TVA explained its strategy for updating the FPR to the staff. Additionally, TVA told the staff about a recent discovery at the plant that caused it to modify some of the calculations needed to complete the report. These modifications have delayed TVA's submittal of the finalized FPR.
The modifications include physical changes to the plant as well as a re-prioritization of operator actions to ensure certain plant equipment is always available in the event of a fire. The NRC staff asked clarifying questions of TVA's explanations to better understand the impacts to the FPR.
TVA then presented the NRC staff with its draft schedule for the submittal of the FPR and subsequent timeline for fuel load and receipt of the operating license pending the staff's final decision on the application. The staff informed TVA that the proposed schedule as written seemed very optimistic, based on the NRC requiring the necessary time needed to complete its safety review, as well as procedural requirements associated with licensing action reviews.
Additionally, the NRC staff informed TVA that an estimate of when the NRC staff would complete its safety review based on the new information would be beyond TVA's currently scheduled fuel load date of July 28, 2015. The NRC staff also requested TVA to evaluate whether they are able to submit a high quality document earlier to allow the NRC staff to complete its safety review more efficiently. If TVA is not able to provide the FPR by April 30, 2015, the NRC staff informed TVA that it is highly unlikely that the NRC staff would complete its safety review in time for TVA's currently scheduled fuel load date. The NRC requested that TVA continue to have weekly discussions with NRC staff on the schedule for the FPR submittal.
Additionally, the staff discussed the option to audit TVA's calculations and information associated with the FPR by way of document sharing services. TVA agreed that this approach would decrease the lag time between document submittals and could allow for more efficient and effective review of the information. The NRC staff informed TVA that they would work to formulate an audit plan. TVA staff commented that they would apply insights from the WBN, Unit 2 review to the remainder of the TVA fleet.
