Submittal of Three Mile Island Unit 2 (Docket 72-20) Safety Analysis Update Report 72-20/2015-01 (EM-FMDP-15-015)
Dear Sir or Madame:
Pursuant to 10 CFR 72.70, the Department of Energy, Idaho Operations Office (DOE-ID) has effected changes to the Safety Analysis Report (SAR) for the Three Mile Island Unit 2 (TMI-2)
Independent Spent Fuel Storage Installation (ISFSI). The DOE-ID ISFSI Licensing Manager certifies that the changes described in the enclosure accurately represent TMI-2 ISFSI SAR changes made since the previous update submitted March 14, 2013.
Per 10 CFR 72.48 and TMI-2 ISFSI Technical Specifications 5.5.1 and 5.5.2, the enclosure reports no changes, tests or experiments were enacted since the previous biennial report submitted March 14, 2013, including no changes to the ISFSI Radiological Environmental Monitoring Program, Training Program, and the Quality Assurance Program.

6A Update Report 72-20/2015-01 Introduction The Department of Energy's Idaho Operations Office (DOE-ID) was issued license SNM-2508 to operate the Three Mile Island Unit 2 (TMI-2) Independent Spent Fuel Storage Installation (ISFSI). The date of issuance was March 19, 1999. This update report provides the following reports, which were last updated in March 2013.
The biennial SAR Update Report pursuant to 10 CFR 72.70, Safety Analysis Report Updating. The SAR Update Report is provided in the section titled "Description of Changes to the Safety Analysis Report."
The biennial 72.48 Evaluations Report pursuant to 10 CFR 72.48. This report, comprised of sumnmat-ies of evaluations of changes made pursuant to 10 CFR 72.48, is provided in the section titled "Changes, Tests, and Experiments."
The biennial Technical Specifications Bases Evaluations Rep6rt pursuant to TS 5.5.1. This report is provided in the section titled "Changes to the Technical Specification Bases."
The biennial Essential Program Evaluations Report pursuant to TS 5.5.2. No changes were made during this reporting period to the DOE-ID essential programs as described in the sections titled "Radiological Environmental Monitoring Program C~hanges," "Training Program Changes" and "Quality Assurance Program Changes." (Note: The changes to the Physical Protection Program and the Emergency Response Program are provided separately because of the reporting time frames required by 10 CFR 72.44 (e) and (f), respectively.)
This report is provided in a combined format because mahy of the changes described in the SAR Update are also covered by evaluations of changes made without NRC approval pursuant to 10 CFR 72.48, TS 5.5.1, and TS 5.5.2. TS 5.5.1 requires 72.48 evaluations to be performed for any change to'the. Technical Specification Bases. TS 5.5.2 requires an evaluation of the change, in programr effectiveness (similar to the requirements of 10 CFR 72.44(e) and (f)) for changes to the ISFSI Radiological Environnlental Monitoring Program, Training Program, and Quality Assurance Program. These three progran-are contained in the ISFSI SAR.
Attachments None Section I - Description of Changes to the Safety Analysis Report The previous update of the TMI-2 ISFSI SAR made pursuant to 10 CFR 72.70 was provided 1
in March 2013. There were no changes made to the TMI-2 Safety Analysis Report during this period.
Section HI - Changes, Tests, and Experiments The previous report of changes made pursuant to 10 CFR 72.48 was provided in March 2013. There were no changes made pursuant to 10 CFR 72.48 during this period.
Section IM - Changes to the Technical Specification Bases The previous update of the Technical Specification Bases made pursuant to TS 5.5.1 was provided in March 2013. There were no changes made to the Technical Specification Bases during this period.
Section IV - Radiological Environmental Monitoring Program Changes The previous update of the Radiological Environmental Monitoring Program made pursuant to TS 5.5.2 was provided in March 2013. There were no changes made to the Radiological Environmuentail Monitoring Program described in the SAR during this period.
Section V - Training Program Changes The previous update of the Training Program made pursuant to TS 5.5.2 was provided in March 2013. There were no changes made to the Training Program described in the SAR during this period.
Section VI - Quality Assurance Program Changes The previous update of the Quality Assurance Program 'made pursuant to TS 5.5.2 was provided in March 2013. There were no changes made to the Quality Assurance Program described hi the SAR during this period..
