SUMMARY
OF VISIT TO CITY OF JANESVILLE COMMUNITY DEVELOPMENT DEPARTMENT On July 18, 2013, U.S. Nuclear Regulatory Commission (NRC) staff met with members of the Janesville Community Development Department to discuss the NRCs environmental review of an application submitted by SHINE Medical Technologies, Inc. (SHINE), for a construction permit to construct a radioisotope production facility. General topics discussed with Mr. Duane Cherek, planning service manager and Mr. Gale Price, building and development service manager, included current zoning, future construction and urbanization, and environmental justice near the proposed SHINE facility and in the general vicinity of Janesville. During the meeting, Mr. Cherek and Mr. Price confirmed that the area for the proposed facility (Tax Increment Financing [TIF] District No. 35) was zoned M1, light industrial, and appropriate for the proposed land use. Approximately two hundred acres directly to the north of the proposed facility has also been zoned for light industrial use and is shovel ready for future development.
Mr. Cherek and Mr. Price were unaware of any proposed industrial or commercial projects besides SHINE within TIF District No. 35 or in its immediate vicinity. The Janesville mobile home park, located north of the proposed facility, is allowed limited expansion; however, Mr.
Cherek and Mr. Price were not aware of any immediate plans for expansion. It was noted that the mobile home park is connected to municipal city water and does not access well water. Mr.
Cherek and Mr. Price confirmed that the 2009 City of Janesville and Rock County comprehensive plans are the most current comprehensive plans for the city and county.
Discussion surrounding future construction in the area focused mainly on existing projects or regional upgrades. Construction of a utility line extension through TIF District No. 35 to the SHINE facility is in the preliminary design phases and construction is slated for 2014. Upgrades to the Southern Wisconsin Regional Airport, located directly across from the proposed SHINE CONTACTS: Emily Larson, NRR/DLR Michelle Moser, NRR/DLR (301) 415-1151 (301) 415-6509 facility, are ongoing, though are only occurring within the terminal and the existing footprint of the airport is not expanding. Mr. Cherek and Mr. Price confirmed that access to the proposed SHINE facility does not require any major changes to transportation routes. Any auxiliary access points or turn lanes added to existing routes be completed in consultation with the Wisconsin Department of Transportation.
Mr. Cherek and Mr. Price were unaware of any environmental justice concerns in the vicinity of the proposed SHINE facility. A map of census tracts identifying low income and minority populations in the area was provided to NRC staff (Enclosure).
