Dear Ms. Murphy:

Per telephone discussions between you and Mr. David Rutledge of Luminant Power Environmental Services, attached is the Work Plan for the Once Through Cooling (OTC)

Water Exemption Study to address the TDS, Sulfate, and Chloride concentrations in Outfall 001 of the above referenced permit which the Company contends is strictly the result of existing ambient water concentrations in the source water, Squaw Creek Reservoir.

The study is anticipated to prove in accordance with the protocol provided in the Procedures to Implement the Texas Surface Water Quality Standards (IP) that the 3 identified parameters are not significantly increased from the reservoir intake to the Outfall 001 discharge.
