Dear Ms. Pederson:

U.S. Department of Homeland Security RegionV 536 South Clark Street, Floor 6 Chicago, IL 60605 FEMA Enclosed is one copy of the final After Action (AAR) I Improvement Plan (IP) for the November 19, 2014, Radiological Emergency Preparedness (REP) Partial Participation Hostile Action Based (HAB) Plume Exposure Pathway Exercise for the Braidwood Station. The State of Illinois; Will, Kankakee, and Grundy Counties; and the utility owner/operator, Exelon Nuclear participated in this exercise. Will and Kankakee Counties received credit for participating in a HAB exercise. The AAR/IP was prepared by the U.S. Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) Region V, Radiological Emergency Preparedness Program.

No Deficiencies or Areas Requiring Corrective Action (ARCA) were identified for the State of Illinois and the Counties of Will, Kankakee, and Grundy during this exercise.

There was one Plan Issue for the State of Illinois. There were 3 Plan Issues for Will County and 3 Plan Issues for Kankakee County. There was one ARCA from a previous exercise successfully redemonstrated by Kankakee County.

The ARCA from a previous exercise that was successfully redemonstrated was 06-12-5b1-A-01 for Kankakee County under Criterion 5.b.l -OROs provide accurate emergency information and instructions to the public and news media in a timely manner.

The Plan Issue that was identified for the State of Illinois was identified under Criterion 1.e.1 -Equipment, maps, displays, dosimetry, potassium iodide, and other supplies are sufficient to support emergency operations.

The first Plan Issue that was identified for Will County Emergency Alert System WJOL/WSSR/WCCQ/WRXQ was identified under Criterion 1.d.1 -At least two communication systems are available, at least one operates properly, and communication www.fema.gov R E C E \\V E 0 fEB 2 5 2015

The second Plan Issue that was identified for Will County Emergency Operations Center was identified under Criterion 5.a.1 - Activities associated with primary alerting and notification of the public are completed in a timely manner following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation.

The third Plan Issue that was identified for Will County Sheriff Traffic Access Control Post Dosimetry Control Officer Brief was identified under Criterion 3.a.1 -The Offsite Response Organizations issue appropriate dosimetry, potassium iodide (KI), and procedures, and manage radiological exposure to emergency workers in accordance with the plans/procedures. Emergency workers periodically and at the end of each mission read their dosimeters and record the readings on the appropriate exposure record or chart.

Appropriate record-keeping of the administration ofKI for emergency workers is maintained.

The first Plan Issue that was identified for Kankakee County Emergency Operations Center was identified under Criterion 5.a.1 -Activities associated with primary alerting and notification of the public are completed in a timely manner following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation.

The second Plan Issue that was identified for Kankakee County Emergency Alert System-WVLI/WIVR was identified under Criterion 5.a.1 -Activities associated with primary alerting and notification of the public are completed in a timely manner following the initial decision by authorized offsite emergency officials to notify the public of an emergency situation.

The Third Plan Issue that was identified for Kankakee County Emergency Alert System - WVLI/WIVR was identified under Criterion l.d.1 - At least two communication systems are available, at least one operates properly, and communication links are established and maintained with appropriate locations. Communications capabilities are managed in support of emergency operations.

Based on the results ofthe November 19, 2014, exercise, the offsite radiological emergency response plans and preparedness for the State of Illinois and affected local jurisdictions, site-specific to the Braidwood Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Ms. Cynthia Pederson Page 3 Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Illinois site-specific to the Braidwood Station, granted on April15, 1988, remain in effect.*
