Dear Ms. Clark,
On behalf of the Office of International Programs, I am writing to thank you for your significant contribution as part of the United States (U.S.) Nuclear Regulatory Commissions (NRCs) team to support the U.S. Government activities associated with the Convention on Nuclear Safety (CNS). Your legal insights and international regulatory expertise ensured that the NRCs objectives for the Diplomatic Conference held February 9, 2015 were clearly articulated to the interagency team. Your close coordination with the Commission and with the various agencies of the federal government with important equities in the stable continuation of the current CNS enabled the U.S. to be prepared, flexible, and prompt in responding to other countries interventions.
Of particular note, your active participation in the development of regulatory legal redlines to establish a base line for the Department of State diplomats to build upon during the negotiations was critical to the U.S. Governments success. As the NRC has the lead for the United States in the implementation of the Convention to achieve and maintain a high level of nuclear safety at the nations nuclear power plants, your work to ensure this agency had a significant role in the interagency dialogue was crucial and established a well-integrated U.S. response. The NRC is now well-positioned to work with our international counterparts to incorporate the tenets of the Vienna Declaration on Nuclear Safety and prepare for the 7th CNS Review Meeting of Contracting Parties in 2017.
