Continued Funding for EPZ at Entergy Vehnont Yankee.

  • Greenfield is one of 18 municipalities in Massachusetts, Vermont, and New Hampshire to have a portion of the town within a 1 O mile radius of the Entergy Vermont Yankee nuclear plant in Vernon, Vermont. This means that we are within the plant's Emergency Planning Zone (EPZ). The EPZ is an area that has in-place, maintained, and predetermined protective action plans designed to avoid or reduce potential exposure of radioactive materials.

These action plans include sheltering, evacuation, and the use of potassium iodide where appropriate.

Entergy Nuclear, the parent company of Entergy Vermont Yankee, has applied to the Nuclear Regulatory Commission (NRC) for an exemption that would allow Entergy to terminate funding for the EPZ. Furthermore, Entergy has requested the NRC extend emergency notification time to communities within the EPZ from 15 minutes to one (1) hour.

The Greenfield Town Council unanimously voted to approve the attached resolution opposing Entergy Nuclear's request to the NRC. We request that you ensure EPZ funding is continued until the spent fuel pool is emptied and all the highly radioactive spent fuel is moved to dry cask storage. And, please ensure that all towns within the EPZ continue to receive the earliest possible notice of emergency situations at the Vermont Yankee Nuclear.

WHEREAS, areas within the Town of Greenfield fall within the Emergency Planning Zone of Vermont Yankee; and WHEREAS, the Town of Greenfield hosts an emergency evacuation reception center at Greenfield Community College; THEREFORE, be it resolved that the Town of Greenfield, as voted upon by its Town Council, supports the State of Vermont's efforts to require Entergy Inc., the owner of Vermont Yankee, to continue emergency planning zone coverage for the present ten (10) mile radius around Vermont Yankee until the spent fuel pool is empty and all highly radioactive spent fuel is in dry cask storage; and THEREFORE, the Town of Greenfield requests that the Nuclear Regulatory Commission deny Entergy Inc. an exemption which would allow the end of funding for the above-described emergency planning zone; and THEREFORE, the Town of Greenfield asks that the Nuclear Regulatory Commission deny Entergy's request for an exemption to increase notification time of a problem at Vermont Yankee from the present fifteen (15) minutes to sixty (60) minutes.
