SUMMARY

OF JANUARY 14, 2015, PREAPPLICATION MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING PLANNED CHANGE OF METHODOLOGY IN UPDATED FINAL SAFETY ANALYSIS REPORT (UFSAR) FOR DRESDAN NUCLEAR POWER STATION (TAC NOS. MF5469 AND MF5470)

On January 14, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company (EGC),

LLC at the NRC Headquarters in Rockville, Maryland. The purpose of the pre-application meeting was to discuss a planned license amendment to add a methodology to the updated final safety analysis report. The meeting notice, dated December 30, 2014, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML14364A373. A list of attendees is provided as Enclosure 1.

A formal slide presentation was made by EGC (ADAMS Accession No. ML15013A156). The discussion topics included information regarding the licensee's decision to use the Flame ACceleration Simulator (FLACS). During the meeting, the licensee also presented information to address the following topics:

  • Dresden Nuclear Power Station (DNPS) Heating Boiler Background
  • Applicable Regulatory Requirements
  • Heating Boiler Fuel Hazard Analysis
  • Description of FLACS Capabilities
  • Brief Description of DNPS FLACS Analysis
  • Validation of FLACS Analysis Results The NRC staff inquired about several aspects of the licensee's presentation. The staff questions included details regarding the materials and location of the pipeline, as well as the blast pressure the boiler building would see in the event of a postulated accident. The NRC staff questioned a disparity between dispersion rates of FLACS compared to other dispersion computer codes. The licensee agreed that reaction kinetics was independent of the dispersion methodology. When the NRC asked about the schedule for completing the pipeline to supply natural gas to the boiler building, the licensee indicated the pipeline was constructed but is not currently connected to the gas supply. Other details regarding the modeling, benchmarking of the FLACS code against testing, and inclusion of a postulated accident were covered in the discussion covering what the staff could expect to see in the licensee's application.

The NRC staff advised that the application should be submitted as soon as possible, since this action would be considered a relatively low priority. The goal would be 1 year, however, depending on the quality of the submittal it possible that it could take up to 2 years.
