Dear Ms. Pederson:

Enclosed is one copy of the Final After Action Report/Improvement Plan for the October 28, 2014, Hostile Action Based Plume Exposure Pathway Radiological Emergency Preparedness Exercise for the Palisades Nuclear Power Plant.

No Deficiencies or Areas Requiring Corrective Action (ARCA) were identified for the State of Michigan or for Allegan, Berrien or Van Buren Counties during this exercise.

Allegan County received one Plan Issue under Monitoring, Decontamination and Registration ofEvacuees, Criterion 6.a.1- The Allegan County Radiological Emergency Procedure requires that vehicle interior surveys be conducted with a CDV-700 instrument with a GM pancake probe after depositing passengers at the personnel monitoring station at the Evacuee Monitoring and Decontamination facility at Otsego High School. During the out-of-sequence demonstration conducted on October 29, 2014, monitoring of the vehicle interior with the CDV-700 was not performed.

Following the successful submittal of corrective actions and a subsequent review during a staff assistance visit scheduled with the State of Michigan and Allegan County for early March 2015, the Plan Issue is anticipated to be resolved by 31 March 2015.

Copies of this report were transmitted to the Nuclear Regulatory Commission Headquarters' Document Control Desk, FEMA Headquarters, and the State of Michigan.
