ST. LUCIE PLANT, UNIT NO. 2 - EXTENSION OF REACTOR PRESSURE VESSEL SURVEILLANCE REPORT FOR CAPSULE 97 DEGREES (TAC NO. MF5353)

Dear Mr. Nazar:

By letter dated December 3, 2014, Florida Power & Light Company requested to extend the submission deadline of the summary technical report of the reactor pressure vessel surveillance testing results for Capsule 97 degrees. The summary technical report is required by Title 1O of the Code of Federal Regulations Part 50, Appendix H, "Reactor Vessel Material Surveillance Program Requirements."

The U.S. Nuclear Regulatory Commission (NRC) staff completed review of the December 3, 2014, letter and found the proposed extension of the submission deadline acceptable. Details of the NRC staff's review are set forth in the enclosed Safety Evaluation. Accordingly, the proposed extension of the submission deadline, from March 22, 2015, to May 22, 2015, is granted.

LUCIE PLANT. UNIT NO. 2 FLORIDA POWER AND LIGHT COMPANY DOCKET NO. 50-389

1.0 INTRODUCTION

By letter dated December 3, 2014 (Agencywide Documents Access and Management System Accession No. ML14351A075), Florida Power and Light Company (FPL) requested deferral of the submission of the summary technical report of the reactor pressure vessel (RPV) surveillance testing results for Capsule 97 degrees. The summary technical report is required by Title 1O of the Code of Federal Regulations (10 CFR) Part 50, Appendix H, "Reactor Vessel Material Surveillance Program Requirements." The St. Lucie Plant, Unit No. 2 (SL-2), Capsule 97 degrees was withdrawn from the reactor on March 22, 2014. The cited requirement would require submission of the summary technical report by March 22, 2015 (i.e., 1 year after capsule withdrawal). By the December 3, 2014 letter, FPL requested to extend the submission deadline of the summary technical report from March 22, 2015, to May 22, 2015, due to logistical difficulties and changing shipping conditions and requirements.

2.0 REGULATORY REQUIREMENTS Nuclear power plant licensees are required by Appendix H to 10 CFR Part 50 to implement RPV surveillance programs to "monitor changes in the fracture toughness properties of ferritic materials in the reactor vessel beltline region ... which result from exposure of these materials to neutron irradiation and the thermal environment." Paragraph VI.A states that the summary technical report (i.e., surveillance capsule report) must be submitted within 1 year of the date of capsule withdrawal, unless an extension is granted by the Director of the Office of Nuclear Reactor Regulation.

3.0 TECHNICAL EVALUATION

The U.S. Nuclear Regulatory Commission (NRC) staff has verified that the unit's current heatup/cooldown curves (i.e., pressure/temperature limits) have a service period of 47 effective full power years (EFPY). In its December 3, 2014, letter, FPL stated that the SL-2 reactor vessel has experienced a fluence of approximately 26 EFPY. Thus, there is sufficient margin to support this proposed extension. Accordingly, the NRC staff determined that the requested Enclosure

extension of the deadline to submit the summary technical report for SL-2, Capsule 97 degrees will not affect the safe operation of SL-2.

4.0 CONCLUSION

Based on its review of FPL's December 3, 2014, letter, the NRC staff determined that extending the submission deadline for the summary technical report for SL-2, Capsule 97 degrees from March 22, 2015, to May 22, 2015, is in accordance with Appendix H to 10 CFR Part 50. The requested extension is acceptable and is granted.
