Dear Mr. Harkness:

By letter dated November 7, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14311A979), to the U.S. Nuclear Regulatory Commission (NRC)

FirstEnergy Nuclear Operating Company (the licensee) submitted its Phase 2 Staffing Assessment for Perry Nuclear Power Plant in response to the NRC's request for information issued on March 12, 2012 (ADAMS Accession No. ML12053A340), pursuant to Section 50.54(f) of Title 10 of the Code of Federal Regulations Part 50, regarding Near-Term Task Force [NTTF]

Recommendations 2.1, 2.3, and 9.3.

The NRC staff is reviewing the submittal and has determined that additional information is needed to complete its review. The specific questions are found in the enclosed request for additional information (RAI). A response to the RAI within 30 days from the date of issuance of this letter will facilitate a more efficient review of your staffing submittal related to NTTF Recommendation 9.3 emergency preparedness actions.

Accession No. ML12053A340), the U.S. Nuclear Regulatory Commission (NRC) issued a letter entitled "Request for Information Pursuant to Title 10 of the Code of Federal Regulations

[10 CFR] 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident." The requested information associated with Recommendation 9.3 included assessments of staffing needed to implement procedures in response to a beyond-design-basis external event and extended loss of alternating current power. By letter dated November 7, 2014 (ADAMS Accession No. ML14311A979), FirstEnergy Nuclear Operating Company (the licensee) submitted to the NRC its Phase 2 Staffing Assessment for Perry Nuclear Power Plant, Unit 1 (Perry, PNPP).

The NRC staff has reviewed your Phase 2 Staffing Assessment. On pages 6, 9, and 14-16 of this staffing assessment, the NRC staff noted information concerning the use of security personnel for the staffing study. The submittal specifically states that:

The Security Shift Supervisor and/or other on-shift security personnel perform security contingency plan and EP [emergency plan] tasks (ERO [Emergency Response Organization] notification and personnel accountability) during the TLAC event [total loss of AC]. A representative of the PNPP Security Department analyzed the EP tasks assigned to on-shift security individuals.

It was concluded that performance of the EP tasks did not cause an overlap with their tasks related to the security plan. Tasks related to the security plan are not specifically documented in this analysis due to their security-sensitive nature. No security personnel credited in the Security Plan were assigned tasks associated with the implementation of mitigating strategies during the TLAC event.

The submittal identifies the use of security personnel for first aid and rescue duties. Lastly, the submittal states that, "the use of Security personnel for any mitigation actions must be in accordance with NEI [Nuclear Energy Institute] guidance."

Enclosure The NRG staff requests the following additional information to complete its review of this submittal.

1) If the security personnel used for first aid and rescue activities identified in this submittal are not the on-shift security staff being credited for the PNPP security plan, how is it assured that these additional security personnel are continuously on site and can be credited in this Phase 2 Staffing Assessment?
2) The table in Section 5 of the submittal assigns first aid and rescue functions to the security force. Paragraph 3 of this section identifies "First Aid Team Security Officers" who would be roving in the protected area. Are all security personnel trained or capable of performing the first aid and rescue functions identified in this staffing assessment for the implementation of mitigating strategies, or is training for these functions limited to certain security personnel?
