Dear Administrative Judges:

Consistent with the Commissions policy on notification of the Atomic Safety and Licensing Board (Board) and all parties of new, relevant, and material information, counsel for the U.S. Nuclear Regulatory Commission staff (Staff) hereby informs the Board and the parties that the Staff intends notify the Commission that it is prepared to make a final no significant hazards consideration determination and issue a license amendment that revises the Renewed Facility Operating License No. DPR-28 for the Vermont Yankee Nuclear Power Station (Vermont Yankee). This license amendment is in response to an application dated March 24, 2014, as supplemented on May 21, 2014 and August 14, 2014, and modifies the Vermont Yankee license to reflect changes in on-shift staffing and Emergency Response Organization staffing commensurate with the permanently defueled condition of the facility. The license amendment application was the subject of a request for hearing filed by the State of Vermont in this matter and was addressed in the Boards recent Memorandum and Order, LBP-15-4, dated January 28, 2015.
