Please note the following official RAIs and provide your responses within 30 days from the date of this e-mail.

By letter dated August 26, 2014, Nebraska Public Power District (NPPD), the licensee, requested a change to revise the Cooper Nuclear Station (CNS) Technical Specifications (TS) and TS bases. The proposed amendment would delete Option b from TS Surveillance Requirement (SR) 3.5.2.1 and its associated Bases.

Option b of the CNS TS and TS Bases allows the use of Condensate Storage Tank (CST) A as an alternative source of makeup water to the Reactor Pressure Vessel during MODE 4 and MODE 5. With the suppression pool water level less than the required limit (< 12 feet, 7 inches), all Emergency Core Cooling Systems (ECCS) injection or spray subsystems are inoperable unless aligned to the OPERABLE CST A. The proposed amendment will delete Option b from TS SR 3.5.2.1 and its associated bases.

Issue:

With the removal of the CST as an alternate source of makeup water to the Reactor Pressure Vessel, a new alternate source of makeup water was not identified. Also, justification for not having an alternate source of water to ECCS was not provided.

SBPB RAI:

1. If CST A is deleted as an alternate source of water, how will make up water be provided to the Reactor Pressure Vessel if the ECCS is inoperable as a result of suppression pool water level below the required limit?
2. Provide justification for not having an alternate source of water once the suppression pool is less than the required limit, making ECCS inoperable.
