By letter dated September 12, 2014 (Reference 1), the Tennessee Valley Authority (TVA) submitted a request for an alternative from inservice inspection (ISI-45), pertaining to Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3, so as to align the separate ISI interval dates of the three BFN units to a single interval date.
By electronic mail dated December 15, 2014, the Nuclear Regulatory Commission (NRC) transmitted a request for additional information (RAI) (Reference 2). The due date for the response is January 30, 2015. The Enclosure to this letter provides TVA's response to the NRC RAI.

ENCLOSURE Response to Request for Additional Information (RAI) Regarding Alternative ASME Section XI Inservice Inspection Program (ISl-45) for the Unit I Second Ten-Year, Unit 2 Fourth Ten-Year, and Unit 3 Third Ten-Year, Inspection Intervals for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3 NRC RAI No. I Describe the process for rescheduling the remaining in-service inspections for each unit to meet the proposed modified end of the current ten-year inspection intervals. As examples, show the original schedule for the Category R-A item number 1.16 and Augmented Exam Category D inspections for Browns Ferry Unit 2 for the next two refueling outages and how they would be rescheduled if the inspection interval is modified.
TVA Response The proposed scheduling of components for future inservice inspection will not change the dates as currently scheduled. For example, if a component is scheduled to be examined during U2R21 in the current interval schedule, then it will continue to be examined during the U2R21 outage in the modified interval schedule. The table below shows Category R-A, item number R1.16D components. There are only two welds in this item number at BFN Unit 2. These piping welds are to be examined every six years per regulatory commitments.
The welds were last examined in U2R17 and are scheduled to be examined during the U2R20, U2R23, and U2R26 outages. The proposed modified interval will continue to have these welds examined during those outages.
Because BFN Unit 2 is the most affected by this request for an alternative, a second example shows the Category B-A, item number BI. 12, Reactor Vessel vertical weld examination schedule. These examinations are currently scheduled for the last outage (Period 3) of the current interval as allowed by the Category B-A table in Section X1. The proposed interval schedule will have them examined during that same outage, but in the second period. These welds are examined every 10 years per Section Xl requirements

The modified interval schedule is administrative only and is proposed to be in effect for the duration of BFN operation. The examination schedule for all components will be unaffected unless changes in regulatory requirements, ALARA concerns, or other similar situations occur that would require a change to meet BFN commitments.
