SUBJECT: COOPER NUCLEAR STATION - CANCELATION OF NRC EXAMINATION REPORT 05000298/2015301

Dear Mr. Limpias:

The Nuclear Regulatory Commission Examination Report 05000298/2015301 has been canceled; therefore, no examination report will be issued with this report number. This examination report was associated with a retake written examination that was scheduled for February 23, 2015. This examination will not occur on this date due to the quality of the draft retake written examination submittal. Of the 100 questions submitted, 39 were determined to not meet the quality requirements of NUREG-1021, an additional 15 required more information to determine if quality requirements were met, and 30 questions required editorial changes.

Sixteen questions were determined to meet NUREG-1021, quality requirements and required no additional changes. The Nuclear Regulatory Commission has determined that the examination requires substantive changes and, consistent with NUREG-1021, Section 401.E.3.b, the Nuclear Regulatory Commission is returning the written examination to you for rework and correction. Since the rework will not be completed in time to support the original examination schedule, per NUREG-1021, Section 201.C.2.h, the examination has been canceled.

As greater than 20 percent of the questions contained unacceptable flaws, the regional office has returned the written examination, with explanatory comments, to your staff. These comments were discussed with your staff on January 23, 2015. Your staff is expected to correct the unacceptable flaws prior to resubmittal of the examination. A new retake written examination date will be determined based on resource availability. The draft written examination submittal is not included as an attachment to this letter due to examination security considerations. No findings were identified for this examination. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
