Dear Administrative Judges:

Pursuant to the Boards Revised Scheduling Order of November 19, 2012, this letter informs the Board of the NRC Staffs current milestone schedule for the Diablo Canyon Units 1 and 2 license renewal safety evaluation and environmental review.

On September 10, 2014, PG&E transmitted its Final Seismic Report prepared for the California Coastal Commission to the NRC Staff and parties and notified the Board. The Staff reviewed the Final Seismic Report and determined that it has no impact on license renewal, but rather, that it pertains to Diablo Canyons current licensing basis. In March 2015, PG&E is scheduled to submit its response to the March 2012 requests for information under 10 C.F.R. § 50.54(f). The Staff will review the Seismic Report in the context of those responses. The Board is aware that Friends of the Earth has filed three contentions in this proceeding asserting that PG&Es Seismic Report is relevant to license renewal, and that the Staff and PG&E have opposed the admission of those contentions.

PG&Es January 13, 2015 status report indicates that it submitted updates to the technical and environmental reports supporting DCPPs license renewal by letter dated December 18, 2014 and that it will submit further updates in February 2015. The status report also indicated that PG&E will inform the NRC of the timing of any updated coastal consistency review filings as soon as possible.

Based on the schedule for PG&Es further environmental submissions, the Staff expects that it will publish the draft supplemental environmental impact statement (SEIS) no earlier than January 2016 and the final SEIS by August 2016.

In terms of the Staffs safety evaluation, the safety evaluation report (SER) was issued on June 2, 2011, and it will be supplemented as necessary to include any new information provided in PG&Es December 2014 annual update or relevant from operating experience, and information relevant to Diablo Canyon submitted in response to the staffs updated guidance since 2011. The Staff expects to finalize its safety review, including issuance of any necessary supplements to the SER, by the end of 2015.
