WATTS BAR NUCLEAR, UNIT 2 - ENVIRONMENTAL PROTECTION PLAN (NON-RADIOLOGICAL) TECHNICAL SPECIFICATION REVIEW The Division of License Renewal staff has completed the review of the Non-Radiological, Environmental Protection Plan (EPP) Technical Specifications (TS) for Watts Bar Nuclear Plant, Unit 2 (WBN2). The EPP-TS for WBN2 are generally consistent with those of Watts Bar Nuclear Plant, Unit 1, (WBN1). However, the following differences have been identified:

1. WBN1 contains EPP-TS 4.1.2 - Maintenance of Transmission Line Corridors. There is no corresponding section in WBN2 EPP-TS.
2. WBN1 EPP-TS 4.2, Unusual or Important Environmental Events, contains a number of examples which require a prompt report (within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />), followed by a written report.

The corresponding section in the WBN2 EPP-TS, 4.1.1, does not include notifying the U.S. Nuclear Regulatory Commission for the identification of any threatened or endangered species for which the NRC has not initiated consultation with the U.S. Fish and Wildlife Service (FWS).

3. WBN1 EPP-TS 4.2 also requires the licensee to notify the local FWS field office if events could result in the taking or in an adverse impact to any species protected by the Endangered Species Act. There is no corresponding statement in the WBN2 EPP-TS.

Since WBN1 and WBN2 occupy the same site, the EPP-TS for both units should be consistent.
