Dear Sir or Madam:
In Reference 1, the Nuclear Regulatory Commission (NRC) requested additional detailed information regarding licensees' site-specific current or planned multi-unit dose assessment capabilities. In Reference 2, the Nuclear Energy Institute (NEI) notified the NRC that licensees would provide the requested detailed information directly to the NRC via letter. Reference 2 also identified the scope of the detailed information that would be provided. The requested information for Columbia Generating Station was provided in Reference 3. In Reference 4, the NRC noted that licensees "have multi-unit and/or multi-source dose assessment capabilities or will have these capabilities by December 31, 2014."
ENERGY NORTHWEST'S REVISED DATE FOR PERMANENT CAPABILITY TO PERFORM OFFSITE DOSE ASSESSMENT DURING AN EVENT INVOLVING MULTIPLE RELEASE SOURCES Page 2 of 2 In Reference 3, Energy Northwest described two planned actions: 1) modify the existing Emergency Dose Projection System (EDPS) and Quick Emergency Dose Projection System (QEDPS) dose assessment computer programs to allow for a separate spent fuel pool source dose calculation in addition to the reactor core source dose calculation, and 2) deploy the next generation URI/RASCAL software containing this capability. The first action has been completed and provides the capability to perform offsite dose assessment during an event involving multiple release sources.
However, this software requires that the individual dose assessment results be manually summed to determine a total offsite dose assessment result and, as such, does not represent the permanent (final) capability. In Reference 3, Energy Northwest stated that the permanent capability was expected to be in place no later than December 31, 2014. Energy Northwest is unable to complete this action by the original due date. Energy Northwest has developed a recovery plan and schedule and now expects to implement the URI/RASCAL software by May 30, 2015. contains the regulatory commitment as documented herein.
