Dear Mr. Pollock:

The U.S. Nuclear Regulatory Commission (NRC) staff has considered a request from the Nuclear Energy Institute (NEI), on behalf of the nuclear industry, to endorse the NEI white paper dated October 30, 2014, entitled "HCVS-WP-02, Sequences for HCVS [Hardened Containment Venting System] Design and Method for Determining Radiological Dose from HCVS Piping, Revision 0, October 23, 2014" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14358A038).

The purpose of the white paper is to further develop and clarify the guidance provided in NEI 13-02 (ADAMS Accession No. ML13316A853) related to industry's ability to meet the requirements of Order EA-13-109, "Order Modifying Licenses With Regard To Reliable Hardened Containment Vents Capable of Performing under Severe Accident Conditions" (ADAMS Accession No. ML13130A067). The NRC staff has interacted with your staff and external stakeholders during the development of this white paper.

The NRC staff agrees that the white paper provides an acceptabte method for determining radiological impacts resulting from the use of the HCVS during a severe accident. These include calculating the total integrated dose to use for environmental qualification of equipment and tdentifying potential radiological conditions which could impact operator actions associated with event response. Determination of radiological consequences addresses elements A.1.1.3, A.1.1.4, A.1.2.1 0, and 8.1 of Order EA-13-1 09. These element requirements relate to accessible controls and indications, radiological controls, and severe accident design conditions. The white paper also provides a generic approach *for boiling-water reactor licensees to use for their design considerations, such as, the vent opening time, number of vent cycles, and the radiological impacts. The NRC staff will evaluate a licensee's application of the guidance in its development of the final safety evaluation'documenting compliance with NRC Order EA..:13-1 09.

Individual licensees should inform the NRC of their plans to abide by this generic interpretation and implementation approach, and their plans to address poteritial plant specific issues associated with implementing this order requirement. Licensees are strongly encouraged to follow the guidance in the NEI white paper, "HCVS-WP-02, Sequences for HCVS Design and Method for Determining Radiological Dose from HCVS Piping, Revision 0, October 23, 2014," in order to improve efficiency of the NRC's review and to avotd further requests for information.
